Montenegro: Promotion of Renewable Energy and Energy Efficiency Project (RE/EE)

In 2006 MACS (in a consortium with Posch&Partners) was contracted to provide assistance to the Montenegrin Small and Medium Enterprise Development Agency (SMEDA) in the monitoring of the Project for the Promotion of RE/EE. Our team’s job was to monitor the project implementation and the proper coordination of the different stakeholders. In the framework of project monitoring, business plans and application documents for the financing of RE/EE projects were evaluated and the granting of loans for the project financing monitored.

In the extension of our consultancy services, in 2008, MACS developed a standardized approach for Energy Efficiency credits which were granted by the Partner Bank Crnogorska Komercijalna Banka (CKB). The main emphasis of the MACS team was put on the development and implementation of a standardized monitoring tool for energy savings and CO2 emission reduction which was used by the banks’ loan officers. Since that tool developed its final form in eSave and our contract was once more extended, in 2011 we implemented a training of bank staff in the use of eSave who are currently still using the software.

Matthias has a degree in agricultural science and postgraduate honors in rural development and more than 20 years of professional experience in international development projects. At MACS he developed into a prolific Project Manager and Institutional Expert as well as Team Leader who played a major role during the very successful rehabilitation program for water and sanitation in Batumi (Georgia).

In the field of Energy Efficiency and Renewable Energy Matthias has developed a profile for himself and MACS through his work of coordinating the finance division for energy projects in the framework of the Green for Growth Fund (GGF), which has earned a reputation as one of the leading EE/RE funds today.

As one of the Partners and Managing Directors of MACS, Matthias is responsible for operations and financial management at MACS.
